SCHIP & Appropriations:
Dear Volunteers:
The 1st session of the 110th
Congress came to a close. But before adjourning, Congress
acted on two of MOD’s federal legislative priorities --
approving the fiscal year 2008 omnibus appropriations bill,
which includes funding for agencies responsible for health
programs, and extending the State Children’s Health Insurance
Program (SCHIP). Although neither of these bills included
everything we had hoped for, we did make some progress. Included
in the omnibus appropriations bill is full funding for the next
phase of the National Children’s Study ($110.9 million) and
small increases in funding for the National Institute of Child
Health and Human Development, which funds research on
prematurity. Obtaining a $42 million increase for the
Children’s Study in a bill that held overall growth of the
Labor, Health and Human Services and Education portion to just
$300 million above FY2007 is a significant achievement. Your
visits with Senators and Representatives during the National
Public Affairs Conference in October and phone calls made in
November were central to MOD’s efforts to keep the National
Children’s Study on track!
Congress also approved funding for the State Children's Health
Insurance Program until March 2009. This extension is
projected to be sufficient to prevent states from experiencing
funding shortfalls. The extension does not include policy
changes to SCHIP and does not address the August 2007 directive
from the Centers for Medicare and Medicaid (CMS) which is
intended to limit state efforts to increase SCHIP eligibility
above 250% FPL ($42,925 for a family of 3 in 2007).
Thanks to each and every one of you
for your hard work this year to advance the March of Dimes
federal legislative agenda. The March of Dimes team is
especially grateful to all of the grassroots and grasstops
volunteers for sending post cards, making phone calls, signing
op-eds and for the many face-to-face meetings with Members
of Congress.
